Most sno-parks are geared for snowmobiles and very few exist for general snow play / sledding. Here are a few sno-parks that support in Southeast Washington and Northeast Oregon as part of the Umatilla National Forest that might meet Carolynn's 3 hour drive limit. Sno-park permits are required in both states.

I looked to see if the Bluewood Ski Resort and Spout Springs Ski Resort offered general snow play areas and found nothing listed on their websites. I'll have to ask the skier in my family to verify this.
